Introducing Hypercore 8

Hypercore 8 is a new version of the distributed, scalable append-only log called Hypercore. It includes several updates, such as using Noise protocol framework XX handshake for peer authentication, an updated capability system that enforces preshared keys for every Hypercore shared over a stream, and a new OPTIONS message replacing the old HANDSHAKE message. These improvements aim to enhance privacy, security, and flexibility for users in various applications.
